Inflation rises to 3.5% and borrowing jumps ahead of Healey's first Budget

CPI inflation rose to 3.5% in September, driven by fuel prices. Borrowing was £24.5bn for the month, about £6bn above OBR forecasts for the year so far, ahead of the Chancellor's first Budget.

How each side framed it

Left-leaning outlets

Cost of living and why: fuel prices from the Middle East war push inflation up (Mirror, Independent). Debt interest is linked to RPI (Guardian).

Centre outlets

Centre-rated outlets headline it: “UK inflation and borrowing climb before Healey’s first budget” (Reuters); “UK government borrowing rises to £24.5bn ahead of Budget” (Financial Times).

Right-leaning outlets

Debt milestone and blame: 'UK debt hits £3 trillion' (Sun, Express); 'fresh blow to Healey' (GB News).

Holding the paradox

Agreed facts

CPI rose to 3.5% in September from 3.1%, the highest since October 2025, driven by petrol and diesel. September borrowing was £24.5bn, and the year to date is about £6bn above OBR forecasts. Debt interest was £10.9bn.

Where claims conflict

Few disputed numbers. The difference is the headline figure chosen. The £3tn debt headline is true, but debt as a share of GDP fell from 95% to 94% (Guardian), a detail absent from the right-leaning headlines in the sample.

The paradox

Same data, two stories: an external energy shock (left) versus fiscal fragility (right). Both matter for the Budget. A war-driven price spike raises both inflation and index-linked debt costs, so the two framings are describing one mechanism.
